What is CEMS?

The Citizens’ Election Monitoring System (CEMS) is a non-partisan, evidence-based digital platform engineered to ensure the transparent and credible transmission of election results. By leveraging citizen-led monitoring, CEMS safeguards the integrity of the electoral process and protects voter rights through heightened accountability during result collation and reporting.

Developed by BecuPlan Edtech Limited and managed in partnership with Civil Society Organizations (CSOs), the platform empowers authorized Polling Unit Monitors to capture and transmit real-time data from across the nation.

How It Works

Using the eMonitor Android mobile application, monitors securely upload data directly from the field. This information is then processed and presented to the public via our real-time statistics dashboards and dedicated web portal.

The eMonitor application facilitates:

  • Incident Reporting: Real-time logging of irregularities or security issues.

  • Vote Tally Entry: Digital recording of final counts at the polling unit level.

  • Document Digitization: Immediate scanning and uploading of official Form EC8A result sheets to create an immutable record.

CEMS creates an independent, verifiable data trail that runs parallel to official channels, ensuring every vote is accounted for. At the close of polls, results are made accessible to the general public, while specialized data feeds are shared with local and international media outlets to ensure global visibility.
